SUPPLEMENTAL BUDGET POLICY FRAMEWORK PAPER 2023
This report is prepared in accordance with the requirements of the Public Finance Management Law No. 17 of December 25, 2019, Article 18 which provides guidance on the form and content of the documents required to be prepared and submitted to the Parliament in support of budget proposals.
The budget is the key instrument through which the Federal Government of Somalia (FGS) implements its policies,
and the Budget Policy Framework Paper (BPFP) indicates the link between Government’s overall policies and the
annual and supplemental budgets.
